Hopefully someone can help.

When I attempt to get my HVR-950 working with R6 i get an error that apt-get is not a valid command. Can someone help with what may have replaced this command or how I can install it? Thanks !

apt-get update
apt-get install mercurial linux-headers-$(uname -r) linux-source build-essential
cd /lib/firmware
wget http://konstantin.filtschew.de/v4l-firm ... are_v4.tgz
tar xvzf firmware_v4.tgz
rm firmware_v4.tgz
cd /myth/tmp
hg clone http://mcentral.de/hg/~mrec/v4l-dvb-kernel
cd v4l-dvb-kernel
make kernel-links
make
make install

apt-get is not a valid command in R6 (Arch Linux). apt-get is in R5.5 (Debian). The HVR-950 is supported already in R6 so those steps are not needed.

It is a DVB tuner and not a V4L

aptitude is only used in R5.5 (Debian). No no need to run this step in R6 if it is supposed to work out of box.
