OK so my current set up my biggest problem seems to be my legacy "Cyber Link Power DVD Remote"

SO.... I am going to buy a new remote, what kind of remotes would be easiest as far as plug and play with little to no editing the set up in LIRC

Yep! And later, it's easy to move up to a Harmony 880, without disrupting anything on the box.
For those who don't know... any remote has to have something to shoot at. Most PCs don't have an IR Receiver. The StreamZap comes with a USB-tethered IR receiver, so your streamzap remote has something to shoot at. And MythTV knows how to run the Streamzap receiver.
When you eventually upgrade to a Harmony 880 (because it's what all men want), you tell it that it's a MythTV box with Streamzap (or Harmony figures this out on its own) and it just works.

OK so now my question is, once i get the new remote, is there a way to reconfigure the MythTV with out reinstalling??

Open a root shell session and run the lirc-reconfig.sh script.
