The old ivtvctl utility doesn't do very much theses days, this is because as the ivtv drivers have become fully V4L2 compliant and part of the standard kernel those functions have been taken over by the common v4l2-ctl utility. As a result, if you're using an old version of delayed_settings.sh you need to replace it with a more modern one.

On the other hand you might do even better to simply adjust the recording parameters through the channel editor, or directly in the DB.
