Can anyone recommend a tool to adjust the display sizing / location?

My new Nv440 doesn't quite fit, it's too big for the screen, plus a little offer center...

any good tools for this?

Have your tried the TVOutOverscan? This only works w/ the 4363 release of the nVidia driver. There is also nvtv.

That helped a great deal, however the image is still a little off center...

I've been sufering from a high flicker rate though... I have been searching around, and it seems this is something I'm doing to have to live with --- err until Nvidia provides an option in the drivers settings? Sound correct?

You might try adjusting the X and Y GUI offsets in the Appearance settings within the myth gui.
