Looking at my system right now, I assume this is what I did:

cd /etc/php
sudo mv php.ini php.ini.old
sudo cp php.ini.pacnew php.ini
sudo sv restart lighttpd

Of course, that assumes that php.ini.pacnew exists in the /etc/php directory. It is on my machine that I upgraded. A machine I built clean with 7.04 doesn't have it.
