I checked the box to load Plex, and I don't see any instance of it running. the clients don't see it either. Anyone know how to get it up and running on R8.3 ?

Once it is selected in LinHES Settings -> Programs then there should be a new menu item in Media Library called Launch Plex.

Try unchecking Plex in LinHES Settings -> Programs, Next and Finish. Then go back in and check it, next and Finish.

[root@dvr]# ls /etc/gen_lib_xml.d/
kodi_lib.conf plex_lib.conf readme_gen_xml

Is this installation a Plex server or client or both? I was hoping this would send my recordings to my Plex app on my Roku 3.....(fingers crossed)

This is only Plex Home Theater which is the client. Plex Media Server hasn't been packaged.

I think the problem with Roku is that it doesn't decode MPEG2 so you would have to transcode on the fly.
Here is a discussion about it. http://www.reddit.com/r/PleX/comments/2 ... anscoding/
