Is there any way I can control the CPU fan speed of my computer so it's not spinning so insanely fast all the time? So that it throttles based on the temp of the CPU and only goes full speed when needed?

If it is a newer computer, there will be a setting in the BIOS to tell it what to do. I have seen it call Q fan control, something like that.

Failing that you can get connectors that would go inbetween you cpu fan and your mainboard that will slow the fan down as well.

It's no longer an issue, just bought a Zalman hsf, the box is absolutely silent despite the psu, cpu, and 2 case fans.
