Hey...it works. I changed <action>EXEC /usr/bin/sudo halt</action> to <action>EXEC /usr/bin/sudo /sbin/halt</action> and the other change was to add a space after NOPASSWD: in sudoers. Not sure which one did it but it works.

Thanks for pointing me in the right direction.

PS. Can I pay you in beer?
