I have a Gigabyte G41-M-ES2L with onboard Intel HD audio. When I'm using oss as my sound driver, there is an annoying high pitch beeeeeep sound at all times until I click the "mix1-mute" button via ossxmix. I'd like to understand more about this. Do I have it setup incorrectly?

You do not.
Some intel HD devices are like this with OSS. It seems that every intel HD device is just a little bit different. The next release of OSS may fix this for your case, but if not at least you found which input to mute.
