Is possible for us regular users to open new issues in the LinHES bug tracker?
I have an account, but I can't seem to find the button the create a new issue.

I've just worked out how to create one by manually entering the URL required, but is there a reason this isn't exposed in the webpages?

Interesting observation. I think it is an oversight when the site was redesigned. If you start from the wiki then it is obvious how to raise an issue but if you go straight to the bug tracker it is not quite so obvious. I think a button is missing.

Was the site updated or did I just miss that button in the left side menu? I didn't notice it earlier.

I don't think so. But then again the link to the bug tracker from linhes.org may be misleading.

The link on the frontpage has been corrected so it goes directly to the linhes/bugs page. Before it was going to the redmine frontpage where you then had to click on the project.
